Vice Minister of Rural Development

He studied law at the Universidad Externado de Colombia (1999) where he also carried out a specialization in Public Law and Political Science (2003).
 
The Vice Minister is from Santa Marta (Magdalena), former Councillor and former mayor of Santa Marta, highlighted with one of the administrations in his office in the entire country and also shows his professional career and experience in the private sector.
 
In his management he has two major challenges: the first of them, implementing the commitments of the 'Peers' (Regional Articulation Plans) that with their advisors the Minister, Aurelio Iragorri Valencia, has been doing throughout the country far and wide. The second thing, is to carry out the implementation of the program of Rural Housing and dignify the agricultural development of the Colombian countryside.
 
The unit he leads has the task of articulating the management of the Ministry with a clear focus on social impact. Topics such as management of rural public goods, the development of productive capacities, policies of restitution of lands and the strengthening of rural social organizations, among others, are crucial for this unit and today are the way to make reality the opportunity that the field deserves.
 

Functions of the Vice-Minister

  1. Propose and implement rural development policies with territorial approach, in the management of rural public goods, development of productive capacities and generation of income, social order of rural property and productive use of the soil.
  2. Propose and designing policy instruments that promote the management of rural public goods, the development of productive capacities and income generation and the social order of rural property and productive use of the soil.
  3. Propose and implement policies on the social order of rural property and the productive use of the soil according to the guidelines, criteria and recommendations given by the Planning Unit of Rural Land, Land Improvement and Agricultural Uses - UPRA.
  4. Propose and to follow up on the implementation of policies on adequacy of rural lands under the guidelines and recommendations given by the Planning Unit of Rural Land, Land Improvement and Agricultural Uses UPRA.
  5. Lead the design and implementation of rural development programs with territorial approach.
  6. Propose, in coordination with the Legal Advice Office and in accordance with the Legislative Agenda of the National Government, the draft law and the regulation of the rules that regulate the issues of competence of the Vice-Ministry and ensure its compliance.
  7. Propose and to follow up on the implementation of the policy of restitution of lands stripped.
  8. Propose policies, plans and programs to the attention of the rural population, taking into account the particularities of the rural women and young people, ethnic groups and in general of the vulnerable rural population, in coordination with other competent entities of the State.
  9. Advise and propose mechanisms and strategies that promote the strengthening of rural organizations and associations of producers oriented toward income generation, management of rural public goods and social order of rural property and productive land.
  10. Participate in the elaboration of the Plan of Sectoral Development, including the investment plan of the sector and make follow-up in matters within its competence.
  11. Formulate and coordinate with the entities of the Sector and other relevant entities policies, strategies, plans and programs to promote the rural development with territorial approach and the improvement in the quality of life of the rural population.
  12. Direct, coordinate and control the implementation of the functions assigned to the Addresses attached to his Office and the relevant coordination with the management of the member institutions and linked in the framework of its competence.
  13. Coordinate with the Office of Information Technology and Communications and competent entities the mechanisms for the collection, processing, analysis and use of the information obtained from the information systems of the Administrative Sector.
  14. Support the development and maintenance of the Integrated Management System and the observance of its recommendations in the field of its competence.
  15. The other which are assigned to him and which correspond to the nature of the dependency.
