Program for the formalization of the Rural Property

​In order to realize the purposes set forth in Article 64 of the Political Constitution, the Ministry of Agriculture and Rural Development created by Resolution 0452 of 2012, as amended by 181 of 2013, the Program for the Formalization of the Rural property with the aim of promoting the access to the property of rural lands and improve the quality of life of the peasants, pointing out that in order to achieve this objective, the program will promote and coordinate actions to support the efforts to formalize the right of private rural land domain, sanitation of titles that involve the false tradition and to accompany those concerned in the implementation of administrative formalities, notary and registry not met in a timely manner.

Functions

    Designing, coordinating, implementing and monitoring plans and project components of formalization in charge of the program, applying the criteria and guidelines defined by the Planning Unit of rural land, land improvement and agricultural uses - UPRA, seeking their articulation with other government projects of rural development.
  • Design and develop the strategy and instruments to promote the culture of formalization of rural property, advancing national and local campaigns of diffusion of the benefits of formalization and orienting the peasant population for the formalization of the property.
  • Design and implement the mechanisms and instruments of coordination and cooperation interinstitutional and intersectoral required for the development of the Program.
  • Identify and promote policy changes, procedural and institutional arrangements that would be required for the achievement of the goals and objectives of the program.
  • Develop and subscribe to the technical-legal reports, plans and records of contiguity provided for in the Law 1561 of 2012.
  • Collect, complement and consolidate the information needed to support the efforts to formalize the right of private rural land domain, sanitation of titles that involve the false tradition and accompany those concerned in the implementation of administrative formalities, notary and registry not met in a timely manner.
  • Lay the conceptual, institutional and operational bases to streamline and make more effective the process of formalizing the property of rural lands and contribute to increasing the efficiency of the entities involved in the same.
  • Formulate projects of the Convention with the agencies and entities involved in the process of formalization and which provide useful information to the same, the instruments and mechanisms for the supply or flow of such information.
  • Provide supplies to the competent entities for feeding the geographic information system that will serve to support the process of formalization of the property, in coordination with the UPRA and the Special Unit of Management of Restitution of Lands Deprived, with the purpose of ensuring the compatibility of databases on land.
  • Promote the formation of a critical mass of lawyers, judges, agricultural experts, technicians and other actors in the process of formalization that give support to the mass actions of rural land registry, sanitation and titling of lands proposed by the Program.
  • Standardize documents outlining the actions of those involved in the process of formalization and implement mechanisms that facilitate the communication of the actions taken for the formalization of the rural property.
  • To organize and supervise the events scheduled in development of the Program.
  • Provide and coordinate the necessary publicity to ensure the participation of all those who believe have the right on farms located in the areas where the Program is developed.
  • Define the management and impact indicators of the Program, to evaluate the projects and activities implemented and apply the settings that are required.
  • Developing operational plans, identify the needs for financial, administrative and human resources that are required to perform the functions of the Program, and program the budget for the implementation of its projects and activities.
  • Assist the Minister of Agriculture and Rural Development in the implementation of the criteria for defining Areas of Massive Formalization.
  • Manage the resources necessary for the achievement of the goals and objectives of the Program, including those from the national and international cooperation.
